Making Every Contact Count (MECC) training gives you transferable skills to help you listen more, ask the right questions and ensure people feel empowered and heard. MECC training is free and is available in Oxfordshire through Oxfordshire County Council.
Libraries sit at the heart of local communities across the county, and the impact that reading and libraries have on wellbeing and life chances is well-documented.
Beyond books and reading, libraries provide a raft of support, activities, and resources that help contribute towards positive health outcomes.
In 2025, the libraries team won a national award for its work on Making Every Contact Count (MECC). MECC involves staff using everyday interactions they have with customers to help customers make positive changes to their health (including mental and digital wellbeing).

Each offered a listening ear, encouragement and signposting to helpful resources, while allowing the person to take ownership of their own choices.
Reaching the right people
Libraries delivered over 1,441 health and wellbeing events to 20,757 attendees.
Child health and development at its heart
Stay and play, book clubs and family learning all contributed to supporting health and child development.
Supporting families
26,000 people attended rhymetime events.
Supporting people
7,000 period products were freely distributed in 18 libraries located in the areas most in need.
